Grown humans form committees. A committee starts working when every seat is filled — one human of each required profession (aged 18+). One person can sit on at most 3 committees.

Deck Operations · Tier 1

Keeps the station’s daily physical reality intact: doors that seal, tools that exist, food that keeps moving, and corridors that stay passable. This committee decides what gets repaired first, what gets cannibalised, which decks get ration priority when stock is thin, and when a “minor” fault becomes a safety incident. It’s the committee that quietly prevents the station from turning into a museum of broken hinges.

Protects the human layer: routine health, local order, training, and the quiet maintenance of community in small sealed rooms. It decides living standards by deck, quarantine triggers, education schedules, and what counts as “acceptable” strain before intervention. It decides monitoring protocols, cognitive workload limits, intervention pathways, and what research is allowed when results might destabilise morale (or expose uncomfortable truths). It decides allocations across departments, growth/expansion pacing, risk acceptance, and how much transparency the population can handle. This is where councils become real—because every decision here has winners and losers.

Owns the dangerous backbone: quantum infrastructure, neural interventions, accelerated growth systems, and closed-loop sustenance at the edge of failure. It decides what experiments proceed, what stays sealed, what gets documented, and what never leaves the room. When something goes wrong here, it doesn’t go wrong locally.

Handles the outward and the existential: exploration missions, contact posture, symbolic leadership, and the narratives that justify sacrifice. It’s the committee that keeps the station connected to whatever still exists outside its walls.
